Business Improvement District

The Nipawin Business Improvement District (BID) consists of all commercial business’s owned and operated within the municipal boundaries of the Town of Nipawin. The Nipawin BID is funded primarily through partnership with Nipawin Town Council. Typically BID’s are funded through a Tax Levy, Eventually the Nipawin BID hopes to be self sustaining by implementing a Tax Levy. The Nipawin BID also receives funding and grants from other public and private streams. BIDs may go by other names, such as business improvement area (BIA), business revitalization zone (BRZ), community improvement district (CID), special services area (SSA), or special improvement district (SID). 

They are set up by the municipalities to focus on services such as cleaning streets, providing security, making capital improvements, construction of pedestrian and streetscape enhancements, marketing the area and economic restructuring & retention. The services provided by BIDs are supplemental to those already provided by the municipality.

Mandate

The Nipawin Business Improvement District operates as a non-profit organization. The Nipawin Business Improvement District provides a range of services to promote and enhance Nipawin’s unique assets improve conditions for businesses operating in the district and improve the quality of life for those who work, shop, live and enjoy Nipawin Town. The Nipawin Business Improvement District’s services act to supplement the services already provided by the Town of Nipawin, not replace them.

Mission Statement

To protect and strengthen the economic interest of stakeholders in the community of Nipawin through promotion, succession, investment attraction, retention and expansion while participating in the overall regional approach to economic development.

Vision Statement

To establish the Nipawin Business District as a unique and attractive, prosperous economic leader within the North East Saskatchewan region.

What are the BID's Goals for Nipawin?

Develop and design a community that encourages communication and interaction between stakeholders and functions as the commercial, entertainment and social centre of the Region:

It is important to identify and develop new and existing infrastructure to promote the business district as a tourism destination, a community and a major business centre. This includes a building rehabilitation program, identifying traffic and movement patterns that improve access and safety to the district. This also includes the development of a design that enhances the image of each business as well as that of the district; providing guidance to ensure quality improvements to private properties and public spaces; planning for growth and development; and providing incentives to motivate others to change.

Create a business district that is progressive, safe, clean and offers opportunities for a range of business ventures:

Economic restructuring is a significant part of revitalizing a business improvement district. This goal will capitalize on identifying opportunities for market expansion; strengthening and retaining existing businesses while attracting new businesses to the area; investigating new compatible uses for the District’s buildings; develop financial incentives and search out other sources of funding to support building rehabilitations and business development; and track the economic performance of the district and include results in the program’s annual report.

Developing regional partnerships that improve governance and stability of the business district.

The Nipawin Business District is reliant on its members to keep the organization productive and secure. It is important to have a strong governance structure where key stakeholders can promote the organization internally, while ensuring the organization moves in a forward direction. The goal is to ensure that the work plan is developed and continues to move forward, fund raise to help support program activities and manage the program’s finances. This will also ensure continual evaluation of goals and strategies.

Promoting the Business Improvement District as a place that Encourages Business Development, Entertainment Options and Tourism.

The Nipawin Business District has the potential to be the centre of business, arts and culture, and community spirit for residents and visitors alike. The committee focuses on revitalization techniques that include a promotion strategy that will boost retail events. It is important to understand the regional market and identify the challenges with shoppers and the competition. Everything needs to be identified: buildings, potential development sites, infrastructure, and properties that need rehabilitation; understand what is unique that the district has to offer; and develop an image that will brand campaigns, promotions, and special events.
